PPWR: packaging technical file and EU declaration of conformity

Regulation (EU) 2025/40 on packaging and packaging waste (PPWR) entered into force on 11 February 2025 and applies from 12 August 2026. Packaging producers need technical documentation and an EU declaration of conformity before placing packaging on the market.

What changes on 12 August 2026

From that date the PPWR applies as EU law in all Member States. Several obligations inside the Regulation have later dates (for example harmonised packaging labelling once the Commission adopts the relevant implementing acts).

Start with the documentation and declaration requirements that apply to your packaging formats today, then track delegated acts for labelling and recycled content in your due queue.

Technical documentation

  • Description of the packaging and its function in the supply chain.
  • Composition and material categories relevant to recyclability and restricted substances.
  • Evidence that the packaging meets the essential requirements that already apply to your formats.
  • Version control when you change suppliers, materials or dimensions.

EU declaration of conformity

Annex VIII of the PPWR sets the information your EU declaration of conformity must contain. You sign it, keep it available for authorities and update it when the packaging changes.

Product Registry drafts the declaration from your packaging record and stores PFAS or heavy-metal evidence linked to the same SKU graph. You remain responsible for signing and retaining the signed document.

How Product Registry helps

Link each SKU to packaging records, maintain Annex VII style indexes, draft Annex VIII declarations in the app, request supplier evidence once, and export inspection-ready packs. CSV import fills catalogue and packaging tables in one pass.

Product Registry does not submit declarations to authorities and does not certify recyclability.

Primary legal text

Product Registry organises evidence and inspection files. It is not legal advice and does not file anything with an authority for you.
